Add basic user-facing error messaging

Note: all error messages returned must be 'safe' and cannot compromise the ground truth for the evaluation, i.e. do no pass any evaluator logs straight through to the user.

• Return a file format error if the user uploads anything other than a zip file
• Return an appropriate error message if the evaluation fails
