weird chrome extension kiosk app on chromebooks

There is a corrupted extension with id clbhgfnbiapkblkoalilbmanffcbbcli on chromebooks v139 (i have nissa)
how to reproduce:

1. set the wifi to have a dns that does not exist
2. open a random kiosk app
3. when it starts to load click ctrl+alt+s to exit the app
4. click the kiosk apps logo again
5. open the app clbhgfnbiapkblkoalilbmanffcbbcli (its name is clbhgfnbiapkblkoalilbmanffcbbcli and has no icon)
