why did my school have the chromebook recovery utility on our computers

I thought the way that worked was that you used it on a home computer to create a recovery image and then slap it on a usb or whatever

I say the title in past tense because earlier today my friend got caught for unenrolling people and bringing his stupid big fat purple chromebook to school time and time again. then they wiped it off our computers (as well as filmora and youcut which really grinds my gears)
