Summary

As a platform owner, I need metrics, tracing, dashboards, and governance for AI usage.

Acceptance Criteria

Given observability is enabled,
when requests flow,
then token usage + latency are visible.

• It’s done when Prometheus metrics exist.
• It’s done when OTEL traces are exported.
• It’s done when dashboards show cost + usage.
