SAS utils to remove noops determinize actions #24

Perfect, I take your points, and agree. We do this change on FD (i.e., "do not delete noops") which is semantic-based and easier to get it passed on FD. Thanks for the explanation. 🙏
Then, I think it is good to have some utils on SAS that further removes actions whose determinizations are all noops. Good!

This is a placeholder for later, to make a SAS utility that will remove all operators whose determinized versions ended up ALL being nops. This will of course include the original deterministic actions that ended up being noops after FD processing.
