Improve NoGIS Version

1) The No GIS version can use the FGDB API (similar to the Pro version) to read metadata in a file geodatabase.
2) It might also be possible to use the esri style sheets (for a user covered by an enterprise license without GIS installed, but running theme manger from a network location).
