Missing labels in setup-labels.yml workflow

Hi maintainers,

I noticed that the "setup-labels.yml" workflow is currently missing definitions for a few labels that are referenced in other workflows:

• "pending-coderabbit-review" – used in "sync-pr-labels.yml"

• "auto_pr" – used in "template-sync.yml"

Since these labels are actively used but not provisioned through "setup-labels.yml", they may not be automatically created in new repositories or environments. This can cause workflow inconsistencies or failures when label-based automation runs.

I would like to update the "requiredLabels" array in "setup-labels.yml" to include these missing labels, ensuring:
