Turn off trace dragging on all rigs

We had again a crash again, see also #1708, with our old friend offseting graphs popup. We fixed that for new installations with the installer in #2450.

But for everyone else on old MIES installation please do the following:

• Start Igor Pro
• Open the Miscellaneous Settings dialog from Misc->Miscellaneous Settings
• Select Graphs and there check Disable Trace Drag
• Select Save settings from the lower left corner
• Close Igor Pro
