chore(docs): sposta runbooks operativi nel repo accanto-ops

I 4 runbook (backup-restore, logging, monitoring, secret-rotation) avevano dettagli operativi (policy IAM esempio, layout VPN, procedure rotazione segreti) che vivono meglio in un repo privato. Aggiornati riferimenti testuali in .env.example, security-audit.md e nei 2 script ps1.
