Decompile w/ 4bytes directory

It should be possible to try and "decompile" smart contract code to obtain the proper method signatures and produce a suitable ABI for that code. This type of decompiler should also try to detect relevant proxy types (would probably need network access to perform that).

This might make most sense in an Ape ExplorerAPI plugin
