When using the --mod-directory command line argument, the save game generation does not utilize it, therefore using the default mod-directory instead. This either leads to silent failure to generate the save game (as the archipelago preset is not present, when theres no archipelago mod in the default mods folder) or to always generating the same map (if there is an old archipelago mod present).
