The loader currently uses the publisherlabel to delete existing records for a given authority if the value of the publisherlabel in the XML feed differs from the value in the name column of the planning.areas table then no rows for the authority are deleted before new rows are added.
I'd propose that the GSS code is used instead as this is a stable identifier.
