Ubuntu 24.04 current issues

• Unable to locate package python2.*-minimal in newserver.yml playbook
• In cas mongo fails to install in TASK [mongodb-org : Add mongodb.org repo] because in noble only the 8.0 version is available:

E:The repository 'https://repo.mongodb.org/apt/ubuntu noble/mongodb-org/5.0 Release' does not have a Release file."

• Cassandra 3 depends on python 2.7 that is not installable, so we should upgrade cassandra too

cassandra5 uses openjdk17.

• pycurl_package in undefined for 24.04
• tomcat9 not found installing biocache-service

No issues have yet been found with biocache-service using cassandra5.
