Plugin always adds latency and it is not reported

Platform: Windows, DAW: Ableton Live 12.2.
I noticed that the effects plugin always (including zero processing) introduces latency equal to the ASIO buffer size. 
This happens even with the init preset. Furthermore, latency is not reported to the DAW, causing delayed tracks.
This does not happen for me with any other plugins (except for ones that specifically add latency/delay).
