Yes "authorized" is a past participle, which is a form of a verb that can act as an adjective.
This particular linter is trying to catch very jumbled grammar of beginner English learners, or perhaps a kind of typo. But in practice, past forms of verbs after "to" are much more likely to be adjectival.

If I try hard to think of places this linter might be doing its intended job with past forms, it would be things like "I had to waited", "I didn't want to watched", etc.

I'm sure this issue has been files at least a couple of times before. I've certainly seen it.
