Deprecated Versions

All below 4.0.0

Deprecation Message

Versions < 4.0.0 for @azure-tools/test-recorder will no longer maintained as none of the Azure SDKs depend on these versions.

Why is deprecation necessary?

The following are the last few packages relying on test-recorder v3 in the azure-sdk-for-js repo.

This PR #33329 upgrades them to recorder v4

After the PR is merged.. do the following.

  1. Release the current v4 recorder for the testing in autorest repo
  2. Deprecate the v1-3 recorder versions
