The live tests targeting the Azure Government cloud are failing with a consistent but generic error. I haven't looked into what is causing these errors, but I suspect the tests may need to be updated to reflect infrastructure changes since rerunning a build on a branch that was previously successful will encounter these same failures.

None of the failing build steps are marked as required, so merging is not blocked by this.
