Add Ubuntu 22.04 Support

Since Ubuntu 22.04 has been added to the supported Operating systems (see [wiki](https://learn.microsoft.com/en-us/azure/iot-edge/support?view=iotedge-1.4)), we'd like to update our image but are not able to as "The OS is not supported" a simple change in validate-tier1-os.sh would suffice
