Changes

Protocol changes are proposed via RFC documents in docs/rfcs/ and require:

  1. Security review
  2. Conformance vector updates
  3. Migration guidance updates

Security reports

Security issues are reported privately and patched with coordinated disclosure. Disclosure process versioning is tracked in docs/SECURITY_DISCLOSURE.md.
