This PR adds a minimal extension for VSCode that highlights *.simf files and also enables basic things like auto commenting/uncommenting (when you press cmd+/).

Neat! I'm gonna go ahead and ACK and merge this even though I don't have vscode and can't test it. I think it's fine for people who use it to PR to iterate.
