Refund swap with at least one dust amount UTXO #1126
Description
When refunding a swap which has at least one dust amount UTXO, we get the error dust, tx with dust output must be 0-fee. Sending non-dust UTXOs to the same address doesn't fix it. Tested with submarine swaps from BTC.
