Validate Setup Steps

When I reset my TL-280 I discovered that the setup steps listed in this repository aren't sufficient. The DSC-TLink repo steps worked for me, however I'm guessing that some of them aren't necessary. We should validate which ones are actually required.

I agree that the documentation needs to be validated again. As you may have noticed I am leveraging an AI agent to assist and though I did skim over the docs and fixed some things, I didn't go too hard on it. I have been pretty focused on getting the functionality to a working plateau (which I think were at or near) at which time I'll shift focus to tightening up loose ends like this. In the meantime pullrequests are an option :).

Yep! I opened this mostly so that we can keep track of this and so that others can find it before we validate things. From looking into the documentation, I think that all of the setup steps listed on that page (and copied below) are required to make the TL-280 work.

1. Connect the TL-280 to the alarm panel with the included wire, and connect it to an ethernet cable.
2. Enter [*][8][installer code][382] and set option 5 to ON. Press # to move back up to the configuration menu.
3. Enter [300]. For subsections [001] to [004], program the subsection 02 to 06.
4. Enter [*][8][installer code][851] on an alarm keypad to access configuration sections for the communicator. All following instructions will enter section numbers for each configuration option.
5. Ensure that [021] is not set to 000000 or FFFFFF.
6. Ensure that [101] is not set to 000000 or FFFFFF.
7. Set [103] to the IP address of the system that the alarm will communicating with.
8. Set [425] to 3, 4, and 5.
9. Set [426] to 3.
10. Set [428] to the IP address of the system that the alarm will communicating with.
11. Set [429] to 0C00.
12. Set [711] to 00000078.
