Thoughts on summary plots for L1 v2

@bpbond I had in mind something like this below. Don't ask me why those two values are flagged when they are inside the range (maybe thats a separate github issue!). But the idea being that all plots have the bounds marked and OOB (and OOS) would be colored here, which seems to be different than the PR. Was there a specific reason to only include bounds lines for vars with OOBs?

I first tried what you suggest, @stephpenn1 , and we can do it, but here's the issue:

SWH 30 cm soil temperature data, all in bounds, no bounds marked:

Same data, with bounds marked:

...so in cases like this, I don't know, is it worth it? The bounds aren't giving us much extra information and we're losing the ability to visually assess trends. I can provide other examples if useful.

Anyway, I'm happy to brainstorm ideas, change the behavior, etc. But it wasn't obvious to me.

Yes I see what you mean, it's not worth losing the trend. Could we color OOB points in red and OOS in purple or something like that? So that they are more easily visible

OK, so we don't want to lose the visual summaries of trends, and I'll open a separate issue about verifying OOB flags.
