Unique problem type descriptions

The set of problemtype -> type, lang, CWE should be unique.

This appears to have been fixed even before this issue was created. The problemTypes\descriptions array contains a "uniqueitems": true that appears to cover this. Entering a non-unique property set under descriptions will cause validation to fail. Unless i am misinterpreting this issue, it can probably be closed.

Discussed this in the September 26, 2024 QWG Meeting. I have tested this in the current schema and it requires that problemtypes be unique. The QWG members agreed that this issue could be closed.
