issue templates for Tag request/proposal

Discussed this in the September 12, 2024 QWG Meeting. Need a GitHub bug template or something similar for requesting new tags.

Closing as this is fairly old. If we see an increase in tag requests/proposals in the future, we can reopen and define something more formal.
