Cloud Upscaling Issues with Resource Packs

Bug Description

Using a resource pack that upscales the clouds.png texture causes the clouds to be unnaturally enlarged to fit the upscale rather than the vanilla behavior where clouds remain the same size.

1. Install Sodium alongside a resource pack that enlarges clouds.png(such as https://modrinth.com/resourcepack/fluff-clouds)
2. Start a world and view the clouds
