Add new indexing system #301
Description
Add new indexing system so we are going to actually start at 1. If the key legacy-index does not exist it will get set to true for backwards compatibility. The default now will be false and that modern indexing will be the default. If the gui has the slot 0 then it should also fallback to legacy indexing.
