Command to clear empty pools for members not in the active group

Not major at all, just a nice to have to clean house.

If there is a pool, that has no VMs in it, and the member who owns the pool is not in the active group, delete the pool.
It should be recreated next time they log into proxstar, but would clean house from those who don't use the service
