Re-enable GloasUpgradeAcceptanceTest once Besu supports FcU with updated PayloadAttributesV4.
Teku now sends targetGasLimit in engine_forkchoiceUpdatedV4.
ethereum/consensus-specs#5235 and ethereum/execution-apis#796 are merged.
Remaining blocker is Besu support in the acceptance-test EL image/fixture.
