It would be awesome if we could implement the backup/restore feature without any storage permissions.
The article How to provide Backup & Restore Feature for Room Database in Android by @varundwarkani may be a good starting point.

I'm curious about how users would be supposed to access and move the backups between devices and backup devices (such as USB drives and NAS etc) without access to the backup files?

That's definitely difficult and we might not achieve this but Android will offer APIs for this.
