Updates to Atlas 2021

Description

Atlas is a great tool but it needs some updates. This is meant as a catchall issue for stories/features we want to implement in Fall 2021 for atlas. We are hoping to move sites to Pantheon going forward so included stories/features should be somewhat modest in scope as we will likely not be using atlas as our main management tool.

• More visibility on instance operations (maybe return some data as needed)
