CrossCutting: ChainedEvaluationHandler<Tin, TOut>

Can be applied for MyPupils composition - create a generic handler with a TOut and maybe a builder/ extension - for stateless handlers with easier registrations.

Add tests.

First IEvaluationHandler<TIn implemented in #515

There is at least 1 other impl to add which MyPupils could use; IOrderHandler / IPaginateHandler

IEvaluationHandler<TIn> where TIn is the input and output port on the Handle

`ValueTask TryHandleAsync(TIn, );

So TIn is passed from one handler, into the next handler... like a Functional pipeline.
