Mono support

Investigate and implement a way of running DarkRift via mono for those using Framework builds on Linux or MacOS.

This may or may not be required depending on if mono registers itself as the default file handler for .exe files.

By DarkRift are you referring to the CLI package or the networking DR2?

Could you add some more detail? For example a use-case that would need to be supported for this issue to be marked as resolved.

The CLI package specifically. DarkRift should already support mono.

To be resolved I would expect either:

1. A brief writeup explaining that nothing needs to be done with some explanation as to why, or
2. a PR that adds support for mono, for example, by switching to use mono if dotnet is nto present on the machine.

In either case it would probably be good to update the readme with a brief note on supported platforms etc.
