[BUG] datadog-fips-agent flavor is missing #942

Environment details (Operating System, Cloud provider, etc):
Red Hat 8
Describe what happened:
Attempting to install the datadog-fips-agent packaged by setting the default['datadog']['agent_flavor'] = 'datadog-fips-agent' attribute fails to install the correct agent
Describe what you expected:
the datadog-fips-agent package is installed instead of datadog-agent
