Request: add a LICENSE file

Hi maintainers,

I couldn’t find a repo-level LICENSE / LICENSE.md file (and I don’t see a license field in pyproject.toml). Could you please confirm the intended license for this project and add a root LICENSE file so reuse and compliance are clear?
