feat: setup builds for console

This PR sets up tsup and electron-builder to build console. The aim is the following:

1. use nextjs like a normal app during dev
2. use electron's capabilities if needed on the process side
3. nextjs server features work, we run the server from electron app
4. electron-builder builds the app so it's not noticable at all when using
