botMentionResponse Not working

No matter how I setup botMentionResponse in my config.ini it does not work, I have talked to some friends who also use the bot and they have encountered the same issue.

the bot ignores pings on the main server if any of the following are true:

• You are the owner of the inbox server
• You don't have inboxServerPermission set in the config
• If you do have it set, you have that permission, role, or are that user
• You are blocked by the bot
