Fill the Greenland snow hole #3680

For now, let's just have Cecile use user_nl_clm mods for initial conditions.
The PR can be merged with beta_09

Definition of Done:

• generate files
• ne30 IC file Snow hole in N Greenland snow from CRU-JRA I cases #3680
• Create CDEPS PR with the new datasets (see New CRUJRA2024v2 data with data that fixes a "hole" over Greenland CDEPS#382)
• rimport new datm files (updated to CDF5) & namelist defaults (/glade/derecho/scratch/wwieder/TRENDY2024_greenland2/inputs/three_stream)
• Open CTSM PR to update the CDEPS submodule with the updated CRUJRA2024 data
  • Do we want to include the CDEPS CMIP7 CO2 PR in this ctsm-side update?
  • Update subset_data default_data_*.cfg files accordingly
  • Point to CRUJRA2024v2 for CRUJRA2024 compsets
• Update more IC's with the new data
• add script to tools/contrib? https://github.com/wwieder/ctsm_py/blob/master/notebooks/CRUJRA_greenland.ipynb. Should likely do this for the Antarctic fix to CRU-JRA too.
• Remove the old CRUJRA2024 option in CDEPS
• Update to the CDEPS tag with the removal

@wwieder yes we should convert the files to CDF5 as it's faster and it lowers requirements for the NetCDF library people use on their machines.
