Replace prospector with ruff integrated in Codacy

This is the sister issue of the Tool one ESMValGroup/ESMValTool#3739

@bouweandela has already started ruffling up the source code to comply with Ruff standards, we still have to get Ruff integration in Codacy - please monitor the Tool issue linked above for progress on that front 🍺

The code freeze for version 2.12 is scheduled for next week on Feb 11th. Will you have time to address this issue for this release? If not, let me know and I will move it to the next milestone.

thanks Saskia, this still needs the Codacy app to be accepted and integrated into Codacy - fairly slow progress on that front, last I heard this will happen in Q1-2025, so I moved the Milestone
