Enable otterdog for locationtech #121

Ticket to keep track of the necessary steps to enable otterdog for the eclipse-<PROJECT_SHORT_NAME> project.
- Contacted project via https://gitlab.eclipse.org/eclipsefdn/helpdesk/-/issues/<ISSUE_ID>
- Created bot user and added credentials to pass cbi repo
- Enable 2FA for bot user and add to pass
- Push credential to pass
- Configured bot user for the org to be the owner
- Created .eclipsefdn repo
- Added configuration for eclipse-<PROJECT_SHORT_NAME> to https://github.com/EclipseFdn/otterdog-configs/
- Added GitHub organization to PMI
- Installed Otterdog GitHub App
