Admin only commands

Commands only available to admins or a certain set of users

Either make server owner always able to use these commands or force a manual edit of the config file to add the first allowed user. Upon call ensure the user calling is in the list of allowed users.

For example a /set_timer {duration} command should only be callable by trusted users admins/mods

These users could also use a /add_trusted {user} command to add more trusted users and a /remove_trusted to remove them.

A /ignore {user} could also be added for moderation purposes
