EssentialsXAntiBuild cannot prevent the use of shears

Steps to reproduce

Even when a player lacks build permissions, they can still right-click with shears—for instance, to shear sheep.

Expected behaviour

Intercept the right-click action of shears.

Actual behaviour

Without build permission, players can still right-click while holding shears to break leads, shear sheep, or remove a horse’s saddle.
