Give FTA and Field Supervisor access to Cycle Time Report on FTC Cloud #942

As an FTA/FS, I like to learn from how my events perform and figure out how to plan for future events. A big part of this is cycle times, in combination with other notes I take. I found out Head Referees have access to the cycle time report already, so it should naturally extend to FTA/FS
Describe the solution you'd like
When assigned as an FTA or FS for an event, that event shows up in FTC Cloud such that I can access the cycle time report
Describe alternatives you've considered
- Remember to download the report and/or the event DB before I leave the event
- Get Event Admin access to all my events
