Playoffs page missing names for teams with a first round bye before the 2nd round is generated #944

Describe the bug
Teams that are not in the first round of matches generated by FTC-Live in playoffs (i.e. Alliance 1 and 2 receiving a bye in a 6-alliance bracket) are missing team name info on the Playoffs page.
To Reproduce
Steps to reproduce the behavior:
- Go to a 6-alliance event's playoffs page after the first round of playoffs matches are generated and uploaded
- Observe Alliances 1 and 2 missing team names
- Play the first round of matches such that the next set are generated
- Reload FTC-Events and observe team names are present
Expected behavior
All teams listed should have names
