Describe the bug
Windows get no focus back after a desktop switch with deactivated option "Activate windows on hover".

To Reproduce
Steps to reproduce the behavior:

1. Deactivate option "Activate windows on hover"
2. Activate some on window (i.e. get focus on some window either with Alt-Tab or with a mouse click)
3. Switch to another desktop
4. Activate hier some window
5. Switch back to the previous
6. No window on the desktop has focus
   Expected behavior
   The previously activated window should get the focus back on desktop switch
