Provide access to pending changes of transactions in public API

To utilize Carmen in a tracing server, access to sets of pending changes need to be provided in the Carmen facade. Right now, the internal StateDB interface provides access (here), but it is not exposed to end-users through the facade.

This feature is only needed if Carmen is going to be integrated into future Opera clients through its facade API.
