Add help link to "add tool" form

I had planned to install the webform module and set up a custom user role for "helpers," but I decided to make use of the core contact module instead, since it didn't appear to be in use ([email protected] was the only email address set to receive inquiries, and the form wasn't linked from your navigation).

Currently, the Chris and Dorn are set to receive any help inquiries. You can update the list of recipients here (while logged in as an administrator):
