Define migration to operationalize prototype

To move quickly to evaluate data, subgraphs, and UX, I am prototyping in filpay.pinit.eth.limo. This way I can move through the full phases.

Once this is done, what are the steps to:

1. Run on pay.filecoin.cloud
2. Have a single repo where I can continue to work on a prototype branch that is easy to review and merge?
3. Clarity on roles - I am doing mockups against the PRD. Is there an existing UI/UX library so this is just part of prototyping and we can streamline the UX process?

I have put this at MX currently. Once we know the GA Scope (#77 ) then we'll figure out how we're going to get to that GA scope (e.g., update existing code in this repo, start from https://github.com/timfong888/filecoin-pay-console).

Regardless, we do have #79 which should make it easier in future for contributions from non-developers.
