Cut Synapse-SDK 0.37.0

Update based on 2026-02-10 FOC WG Engineering Sync: we are going to get a 0.37.0 release out 2026-02-11 so that hackathon builders later this week can start using it.

But wait, doesn't that mean there are more breaking changes that will be coming?
Yes. It's not possible to get a release out that has all the immediately forseeable breaking changes out before the hackathon. At this point, upcoming further breakage is unavoidable. That said, the amount of breakage from a 2026-02-11 0.37.0 will be a lot less than December's 0.36.1 release.

The risk we take by having builders using this fresh 0.37.0 release is that it may have bugs that impact their hackathon experience given this release will have hardly baked beyond our internal testing. Builders may give up, especially since FOC's bounty in this hackathon is lower compared to others.

The advantages of getting this release are:

1. We start getting builder feedback on the APis, which is something we've been saying for awhile that we want/need
2. Builders have less to breakage in the future.

I have updated the issue description with what's remaining, which is effectively #601.

I removed #538 from the list.

"hook in session key properly, rethink session key client and inherit transport properly" from #484 will get handled after.
