Track map file, authors and versions to allow for closer map integration with discord/mindustry

Ideas include

  • /review to leave map feedback / reviews in game (replacing voteouts)
  • Tracking map authors, restrict usage of /updatemap to only map author(s) and staff
  • finally fixing the highscore plugin
